Managing Partner

Erwin Natosmal Oemar

S.H.

Erwin Natosmal Oemar is the Managing Partner of Natosmal & Bhatara Advocates. He read law at the Faculty of Law, Universitas Gadjah Mada in Yogyakarta, and began his legal career in the public interest sector — working with LBH Yogyakarta and JURIST, and serving as an editor at Genta Publishing.

He joined the Indonesian Legal Roundtable (ILR) as a researcher in mid-2012 and was appointed Deputy Director in June 2018. At ILR his work has centred on anti-corruption, judicial reform, constitutional law, legal reform, the rule of law, access to justice and human rights — the areas in which he is regularly consulted on Indonesian legal policy.

In 2017 he was awarded a Young Policy Leader Fellowship by the School of Transnational Governance at the European University Institute in Florence, where he subsequently worked as a researcher.

In practice, Erwin brings a researcher's habits to litigation. He is at his most effective on matters that require an argument to be constructed from constitutional text and institutional history rather than assembled from existing precedent.

Bhatara Ibnu Reza

S.H., M.Si., LL.M., Ph.D.

Bhatara Ibnu Reza is a founding Partner of Natosmal & Bhatara Advocates, an advocate, and one of Indonesia's more established voices on the law governing the security sector.

He holds an S.H. from Universitas Trisakti, an M.Si. from Universitas Indonesia, an LL.M. from Northwestern University School of Law in the United States, and a Ph.D. from the University of New South Wales in Australia, where his doctoral research addressed international humanitarian law and military affairs. His studies were supported by a Fulbright Scholarship from the United States government, an Australian Development Scholarship / Australia Awards Scholarship, and the Sir Anthony Mason Scholarship in Public Law at UNSW.

He is a Senior Researcher at Imparsial, The Indonesian Human Rights Monitor, and a permanent lecturer at the Faculty of Law, Universitas Trisakti, specialising in public international law. He also teaches as an adjunct at the Paramadina Graduate School of Diplomacy and in doctoral programmes at the Indonesian Police Science College (STIK).

Bhatara's practice draws on that combination. He is instructed on matters involving the conduct of state institutions, the international law framework applicable to them, and the human rights obligations that follow — work that requires both doctrinal depth and an understanding of how these institutions actually operate.
